1. Về kết quả khắc phục hậu quả vi phạm của FHS
Hội đồng ghi nhận và đánh giá cao sự nỗ lực và nghiêm túc thực hiện của FHS từ sau sự cố môi trường đã khẩn trương khắc phục các hậu quả vi phạm, hoàn thành việc chuyển 500 triệu USD bồi thường thiệt hại cho Chính phủ Việt Nam theo cam kết; đã thực hiện nghiêm túc kết luận của Bộ trưởng Trần Hồng Hà tại buổi làm việc với Tỉnh ủy, Ủy ban nhân dân tỉnh Hà Tĩnh tại Thông báo số 78/TB-BTNMT ngày 09 tháng 9 năm 2016 và Quyết định xử phạt vi phạm hành chính của Chánh Thanh tra Bộ Tài nguyên và Môi trường; đã cải thiện, vận hành hệ thống xử lý nước thải và khí thải đạt quy chuẩn cho phép; phối hợp với các cơ quan khoa học trong nước và quốc tế xây dựng kế hoạch cải tạo nâng cấp và xây dựng bổ sung các công trình xử lý chất thải nhằm kiểm soát môi trường theo tiêu chuẩn quốc tế. Đến nay các hạng mục công trình bảo vệ môi trường của FHS đã hoàn thành, về cơ bản đáp ứng quy định, quy chuẩn kỹ thuật về nước thải, khí thải và quản lý chất thải rắn trong giai đoạn hiện nay, bao gồm:
1.1. Về công trình xử lý nước thải:
a) Các Hệ thống xử lý nước thải cục bộ tái tuần hoàn:
Để đáp ứng yêu cầu bảo vệ môi trường khi đưa toàn bộ dự án vào vận hành, FHS đã hoàn thành 09 hệ thống xử lý nước thải cục bộ cho các hạng mục của Tổ hợp gang thép. Nước thải sau xử lý đạt tiêu chuẩn được tái sử dụng tuần hoàn (hàng ngày FHS phải bổ sung 100.776m3 nước sạch cho các Hệ thống này để bù vào lượng nước bốc hơi từ quá trình làm mát và làm nguội sản phẩm; đồng thời cũng thải vào Trạm xử lý nước thải công nghiệp tập trung 13.939,2m3 nước thải sau xử lý đạt tiêu chuẩn nhưng do độ mặn, độ cứng của nước tăng không đảm bảo cho làm nguội sản phẩm.
